Federal Opportunity Zones are a new community development program established by Congress in the Tax Cuts and Jobs Act of 2017 to encourage long-term investments in low-income urban and rural communities nationwide.
The Opportunity Zones program provides a tax incentive for investors to re-invest their unrealized capital gains into Opportunity Funds that are dedicated to investing into eligible Opportunity Zones.

Timothy Wachter, lead attorney for Knox Law Public Strategies, is a national leader in the discussion, structure and use of Federal Opportunity Zones as an economic development and wealth creation tool. A speaker at the PEDA 2018 conference held in Erie, PA, Attorney Wachter regularly advises governmental, business and nonprofit clients on highly complex legal, regulatory, and public policy related matters.
Prior to joining Knox Law, Attorney Wachter served as an aide to Pennsylvania Governor Tom Ridge, as the Special Assistant for Special Projects to Pennsylvania Governor Mark Schweiker and worked with the Pennsylvania Site Advance Team for the White House. Additionally, he gained economic development experience while working as an Economic Development Analyst at the Pennsylvania Department of Community and Economic Development. Attorney Wachter also serves as an advisor to candidates for various local, state and national level offices.
